Recently, the Beijing municipal food and drug administration issued the cold-chain ready-to-use food production review detailed rules for the implementation (2015 edition), cold chain ready-to-use food should be brought into the food production license management scope.

Clear the rules applicable to enterprises apply for to use food, ChuQinRou, aquatic products, fruit and vegetable as the main raw material, USES the cold chain process, by quantitative packaging in advance or quantitative production in sealed packaging material or container in advance, to provide consumers can directly eat cold chain ready-to-use food (including staple food, rice sushi sandwich hamburger, other classes), review of enterprise production conditions and relevant inspection requirements.

The detailed rules has been clear about the production license conditions for verification including management system review, site inspections, equipment inspection, the basic technological process and key control points for verification, personnel for verification and so on five aspects. Enterprises only packaging field, process, equipment, there is no related production process conditions, no production license.

Given the cold-chain ready-to-use food itself features, rules at the same time also has been clear about the shelf life requirements: cold chain ready-to-use food shelf-life general for 24 hours. Under the condition of the whole cold chain temperature 8 ℃ or less, such as the shelf-life of more than 24 hours, subject to the third party food shelf life test test, but the quality should not be longer than 48 hours. Production and business operation in the whole process can ensure food center temperature constant at 0 ℃ ~ 4 ℃ condition, enterprises sufficient, reliable and scientific basis for food safety, and third party food shelf life test, on the basis of test, free to set food shelf-life.

Rules are clear, the enterprise shall establish a food traceability system, to ensure the food from raw material procurement to sales of all links can be effectively back; Shall establish a food recall system. If I found a batch or categories of food does not conform to the food safety standards or there is evidence that may endanger human body health, should be in accordance with the relevant provisions of the state to start the food recall procedures, timely and inform related departments, and make the relevant records. To recall the food, disposal and destroy measures should be taken, and will be treated as food recall and report to relevant departments.

At present, the detailed rules have been formally implemented, applies only to the cold-chain ready-to-use food production enterprises in Beijing, not including the scene to produce behavior. Beijing cold-chain ready-to-use food production enterprise before January 1, 2016 obtain corresponding production license.
